Sadly no, you can't. Howrse has different severs for each country. The only way to be on the International Howrse is you have to make a new account on the International page. What I did was I made an account on US Howrse and then on the International Howrse, using the same username as I did on US. :)

Hey warrior! I was just wandering around ala looking at things and I noticed your add about your CA, I'm also not very good with computer art yet but I could give you a few tips with what I know. Also to resize your image if you enter the html for a tag and then add height="100" it will auto resize the tag for you like this but with <> instead of []: [img src="URL" height="100"], I also made you a little something, I hope that's ok. If it is the wrong color or anything I will gladly change it for you, gifty! and if you want resized or anything I'd be glad to do that too! :D Hope you like it!

It's an infection, kind of looks like a pimple, but it's filled with bacteria. You can't pop it though, or you risk really messing up your eye, and making it worse. So you have to treat it with antibiotic eye drops, and using a hot towel on your eye until it either goes away on it's own, or pops on its own and drains. Mine's right on the edge between my eyelids, so when I blink, it hurts.
