Newbie Forum/Chatroom Quiz?

I've seen this on a site called Vis Servo and I think it would be great to have on Alacrity. When you first joined the post box thing would "You haven't passed the Chatroom/Forum Quiz. You can do so Here" or something along those lines. I think it would be best if it could only be taken once a day, so newbies are actually reading the rules.
A lot of times when I'm lurking I see chatspeak, advertising and other things against the chatroom rules. The quiz would be for BOTH the forums and the chatrooms. It would review the riles about both like "Which of the following is NOT allowed on Alacrity" and stuff like that.
Any thoughts?

I think a quiz on the rules and such would be needed because I can totally scroll to the bottom hit OK and then read the little box and click cancel.

On a site I'm on called Pokefarm, you aren't allowed to PM or post in the forums until you read the rules. They link to the rules and at the bottom of the list it says "Click this to confirm you read the rules" and a box pops up and instead of people just scrolling down and clicking "OK" on the popup, it says "click Cancel so we know you read this" ;)<br>It's a great idea.
