Since this has be in chat several times i thought i would make a topic about it. I know i will not cover everything, but am just going to lay out a good breeder. This can be a free for all about breeding and practices, as long as there is nothing negitive towards people and you do not break ala rules.
A Good Breeder will
Provide Registeration papers on dogs
Provide a Pedigree or be able to track dogs lines
Provide vet records on dogs
Provide copies of health tests done on parents
Be able to answer any question about their breed
Match you with a puppy that is best for you
Provide life long support
Have a no questions asked return policy
Provide a good health gaurentee
Willing let you visit and see their facility
Show you parents, or at least mother, as the father may sometimes be off site.
Have a clean facility
Have dogs that are healthy, and happy
Show you other puppies from the litter and sometimes pictures of past puppies
Allow you to handle the dogs/puppies

They breed to better the breed, choosing parents carefully and trying to produce litters than outshine the parents.

A good breeder will let you Skype/facetime with them and your puppy, the litter and the parent(s) if you are unable to meet them personally.<br /> <br /> @ Clay - What's wrong with designer mutts?

I agree with what was originally posted, however I also believe the parents should be titled or working in some form. To prove that they are exceptional examples of their breed. <br /> <br /> We have so many dogs in the world there's no reason to breed mediocre animals, and a lot of breeds are deteriorating in the sense that they're starting to become unable (temperament-wise and physically) to do what they're bred for. Think of German Shepherds in the showring, thankfully there are still people keeping the breed true to itself though.

yes, they usually do interviews and some even do home checks. I personally do not approve of shipping though. Becuase, espically if they havent me the person, you have no idea of the enviornment they are going to

will never ever ever "interview" you on the phone and ship the puppy to you that way.
