I think it varies depending on the kid. I never would wear makeup until I was eighteen or so and even then I only started wearing eyeliner and mascara. My little niece is already obsessed with makeup though (eyeshadow and lip gloss, she doesn't get anything else yet.) and she is only about three.

As Souta pointed out, children will always be curious and want to mimic their moms, aunts, grandmothers, etc. I don't see the harm in letting them wear it sometimes at any age but I think you should always stress to them how important natural beauty is.

Makeup I think can be worn by any age expect for those under the age of five, when small children see their mom, aunt, big sister, or someone putting makeup on their curious little minds tells them to try and put makeup on.

Also, lip gloss would be best for young kids to wear than lipstick for lipstick can be smudged and will get on everything and it can be hard to clean off of somethings. I would't recommend eye liner, or anything other eye makeup on kids until they are of the age of thirteen at least.
